Preparing for Mandatory Payrolling of BenefitsList Item 3
In an aim to simplify tax, the payrolling of benefits will become compulsory from April 2027, with draft legislation expected later this year. HMRC have confirmed that the 2026-2027 tax year will be the last year that P11D’s and P11D(b)’s will be accepted in most cases.
This is a significant change to the benefits function and you will need to start preparing for the changes that mandatory payrolling will bring. There are critical procedural and operational questions that will need to be addressed in advance and it is important that you understand how payrolling benefits works before doing so.

Like many countries the UK has a range of different types of statutory leave and payments that employees are entitled to receive and cover annual leave, time off and pay for parents, sickness and flexible working.
The entitlement, calculating the payments and the treatment of the payments is complex and requires HR and Payroll to work closely together.
Some of the legislation is UK based, others are from the EU but have been gold plated in the UK. In addition this case law whether in the UK courts or the European Courts of Justice have also had an impact for very specific circumstances.
All of which means that payroll teams have a lot of legislation to consider when processing these statutory payments and leave; and what’s more some payroll systems can manage all the appropriate record keeping and calculations whilst others only support part of the requirements and manual calculations and record keeping is required.

An Update UK Payroll Compliance IssuesList Item 2
The UK is not alone in having a complex tax and social security system, although it does have the dubious distinction of having more tax legislation than any other country in the world at over 17,000 pages. Of course, for employers with employees based in the UK tax compliance is only a small part of their responsibilities which covers matters as diverse as employment law, gender pay gap reporting, student loan recovery and immigration issues. Whilst using compliant payroll software will assist with many compliance obligations, it is no substitute for the user having a sound knowledge of the underpinning legislation which changes on an almost weekly basis!

P11d: UK Payroll Expenses and BenefitsList Item 4
Providing a benefit to an employee, can be seen as a very generous offer, and quite often an employer will have the best intentions, whether that’s to boost morale, or just to do something nice. But sadly, sometimes these best intentions come at a price, and with the new Health and Social Care Levy, this is an extra 1.25% cost the employer does not need.
During this course, we will discuss what benefits can be provided to employees; tax and NI free, what to look out for when reviewing optional remuneration arrangement, and if a P11d is required, we explain how to complete it.
The PAYE settlement agreement (PSA) is an option for employers, to provide certain benefits to employees, without the employee incurring a tax charge, we explain how this works, and how it is calculated.
Some of you may already be payrolling your benefits, during the course we discuss what to consider if the business wants to move forward with this, or if this becomes a mandatory requirement.

UK Mandatory Payrolling Benefits
In January 2024, the government announced its intention to mandate payrolling benefits in their aim to simplify tax. HMRC are working with stakeholders, and draft legislation is expected autumn 2025.
If you work in payroll or process P11d’s or manage rewards and benefits, you will need to prepare for the changes that mandatory payrolling benefits will bring in April 2027.
HMRC have confirmed that from tax year 2027-2028, payrolling will be the only option to submit benefit data, in most cases. The change to reporting benefit data bring a host of additional processing for the payroll team. It is understood that all benefit data currently reported via the P11d, will be reported through the payroll software. HMRC have already indicated this is over 100 additional fields/data items required for the FPS.
Preparation will be key; the whole benefit function will need to change by 2027. Calculating the CEV in real time, not at the end of the tax year. How will payroll be informed of mid-year changes? Who will calculate the benefit value to be processed? Will authorisation be required before the benefit can be changed?
Guidance will be provided during the session, based on current requirements, along with examples and exercises viewers can participate in. The session will provide the details of what we know so far.
